JOB SUMMARY
Management level position responsible for leadership of regional planning department in support of OKI’s mission and goals. Leads, manages, trains, evaluates and develops assigned staff. Responsible for monitoring regional planning budget, goals, objectives, policies, priorities and progress for the efficient development, growth and revitalization of the urban, suburban and rural environment and maintaining natural systems to maximize quality of life for the community and its residents.
ESSENTIAL FUNCTIONS
- Manages planning, preparation, and implementation of regional planning projects, priorities and strategic regional development plans.
- Manages and directs regional planning department staff. Ensures effective project development in the regional planning department.
- Plans, directs and reviews professional planning work in the research, design and maintenance of a strategic regional policy plan for the physical development of the region.
- Directs the development, implementation and evaluation of plans, policies, and procedures to achieve annual goals, objectives and work standards.
- Directs the review, analysis and assessment for the applicability and availability of information and effective planning studies related to: Land use; Water quality; Greenspace; and Transportation data and reports
- Responds to and creates correspondence on various topics.
- Directs the negotiation and management of consultant contracts for the preparation of special planning studies.
- Directs and supports public outreach to build consensus for regional planning studies and projects.
- Confers with appropriate board members and committees, public officials, business representatives and civic leaders, concerning local and regional comprehensive and current planning issues. Attends community meetings.
- Maintains close communications with the Executive Director and Director of Finance.
- Responsible for planning and budgeting for a department and special projects, requiring RFQ/RFP.
- Keeps abreast of current planning principles and practices, technology, regulations and literature applicable to planning projects.
- Prepares and presents various reports or proposals to special committees, boards, Executive Director and OKI managers or staff on a regular and/or as-needed basis.
- In conjunction with OKI management staff, develops, implements and monitors long-term plans, goals and objectives focused on achieving OKI’s mission and Board of Directors’ priorities.
- Prepares and administers annual division budget.
- Responsible and accountable for employee selection, staffing, training, delegation, development, discipline and timely evaluation of assigned employees.
- Responsible for employee relations and all internal management functions.
- Responsible and accountable for all administrative functions related to this position.
ADDITIONAL RESPONSIBILITIES
Performs all other responsibilities and special projects as assigned.
JOB QUALIFICATIONS (Knowledge, Skills and Abilities
- Master’s Degree (or equivalency) in Urban Planning, Public Administration or related discipline.
- A combination of extensive experience and a Bachelor’s Degree may be substituted for the Master’s degree requirement
- Five to seven years of increasingly responsible professional experience in planning. Two years of experience in project & staff management, land use planning and zoning.
- Thorough knowledge of principals and practices of urban, rural and regional planning; effective implementation of comprehensive regional planning projects.
- Knowledge of federal, state, local laws related to program requirements and contractual procedures; principles of transportation planning.
- Excellent oral and written communications skills
- Excellent interpersonal skills
- Computer proficiency
- Ability to develop and administer a divisional budget.
- Strong management and leadership skills (principles and practices)
LICENSURE AND CERTIFICATION
American Institute of Certified Planners, desirable.
